Position Description: Neighbourhood House Manager
Reports to: Committee of Management
Supervises: Staff, Tutors, Volunteers and Placement Students
Location: Ballarat East Neighbourhood House, Room 102, Ground Floor, Barkly Square, Ballarat East
Employee Type: Permanent, Part-time: Flexible hours by negotiation: 20 hours/week. Subject to a 3-month probationary period, review and funding.
Classification Level: NHACE Collective Agreement: Schedule 3B Neighbourhood House Employees
Annual Leave: 4 weeks per annum pro-rata
About Us
The Ballarat East Neighbourhood House is a welcoming, community‑managed organisation based at Barkly Square. We work within a community development framework to strengthen social connection, support mental health and reduce social isolation for people living, working and learning across Ballarat East and surrounding suburbs.
We offer low‑cost activities, volunteering opportunities, adult education, and inclusive spaces where people can connect, learn and contribute. Our work is guided by our volunteer Committee of Management and supported through the Neighbourhood House Coordination Program (NHCP), the City of Ballarat and other project funders.
About the Role
We’re looking for a values‑driven Manager to lead the ongoing growth and development of the Ballarat East Neighbourhood House.
This is a hands‑on leadership role where you’ll guide staff, tutors, contractors and volunteers, strengthen community partnerships, and ensure our programs reflect local needs and priorities.
You’ll oversee daily operations, governance, compliance, budgeting, grants and reporting, while working closely with the Committee of Management to deliver our strategic and annual plans.
This role is ideal for someone who thrives in a community setting, enjoys variety, and is energised by building relationships and creating meaningful local impact.
Employment is under the Neighbourhood Houses and Adult Community Education Centres (NHACE) Agreement 2024 - Level 3B.

Key Responsibilities
- Lead a welcoming, culturally safe and inclusive neighbourhood house
- Build strong relationships with community members, partners and stakeholders
- Coordinate and deliver programs aligned with community priorities and the NHCP
- Support and supervise staff, tutors and volunteers
- Manage budgets, grants, acquittals and reporting
- Oversee governance, compliance, policies and risk frameworks
- Maintain Child Safe Standards, OH&S and emergency procedures
- Provide regular reporting and advice to the Committee of Management
About You
You’ll be a community‑minded leader who is organised, proactive and comfortable working with a high level of autonomy. You bring:
- Experience in community development, business management or the neighbourhood house sector
- Strong communication and relationship‑building skills
- Experience supervising staff or volunteers
- Confidence working with governance, compliance and reporting requirements
- Ability to manage budgets, grants and operational systems
- A collaborative, flexible and solution‑focused approach
Desirable:
- Qualifications in Community Services, Social Work, Education, Business or similar
- Understanding of social justice principles
- Knowledge of the Neighbourhood House sector and NHCP
